Description:
La Crosse County Human Services is the
administrative lead agency for the Birth to Three Program. If you
are concerned about your child's development, you can contact the Birth
to Three Service Coordinators at (608)784-1035. Developmental
screenings and evaluations for the Birth to Three program are provided
at no cost to the family. A Birth to Three Service Coordinator
will be assigned to work with you and your child. The Service
Coordinator will assist the family in explaining the evaluation process,
the development of the Individualized Family Service Plan, and
procedural safeguards.
Guiding Principles:
- The parent is the most important
person in the child's life. Each family has a set of unique
strengths and needs that will enhance their child's development.
As partners with family, we need to be respectful of cultural and
familial differences. The role of the professional is to
support, encourage, and empower the parent.
- The role of the professional is to
provide objective information on which parents can make decisions.
Professionals must first listen to the parent and develop supports
based on the unique needs and desires of parents for their children.
- The parents' participation in all
interventions is critical to the intended outcomes of the
interventions. For intervention strategies to be most
effective they must incorporate toys and other devices that are part
of the family's natural environment.
- Any service or intervention must be
user friendly and respectful of cultural identity. The
professional's role is to help parents and additional care providers
feel comfortable and confident in participating and following
through on interventions. Interventions will be held at times
and places that are convenient for families.
- Early Intervention Services
including childhood education, physical, occupational, and speech
therapy will take place in environments natural to the child.
Support and services available (based
on family needs):
- Service coordination
- Family education and counseling
- Special instruction
- Communication services
- Nursing services
- Occupational therapy
- Physical therapy
- Transition planning
Eligiblity:
- Children ages birth to 36
months.
- Child diagnosed with a
disability or significant delay in one or more of the following
areas: learning, physical development, communication,
social/emotional development, and adaptive development.
