Welcome To the Latest Issue of eNews!
February 18, 2010 vol 1 issue 5
Welcome to La Crosse County’s eNews. Our purpose is to keep the people of La Crosse County better informed about your County government.
County government has not always been as visible as some other levels of government.
So we’ll provide eNews you can use like upcoming dates for public hearings, health clinics and reminders about deadlines for dog licenses and ordinance changes. We’ll provide detailed information about our budget, highlights of innovations and achievements and updates about critical issues facing the County, like how certain actions of the State & Federal governments will affect County services and County property taxpayers.
We also want the people of our County to have a chance to learn more about the inner workings of County government by providing access to the Monthly Report to the County Board. On an alternating basis, roughly half the departments report each month on the most compelling statistics, activities and challenges confronting our staff working to provide the best in public service. Link to Monthly Reports.
We hope you find La Crosse County eNews helpful and informative. If you have any suggestions how to make it better, please let us know using our email links at the bottom.

Primary Election Results:
Tuesday February 16, 2010
The La Crosse County Clerk webpage indicates that with only a few local contests on the ballot, total voter turnout was 4.92% from 40 local polling stations in the County for Tuesday’s Primary Election. Following are the detail results of all races held in La Crosse County http://www.co.la-crosse.wi.us/countyclerk/Election/2010/summary.htm
The three election contests with County government interests included Fourth District Court of Appeals Judge and two County Board Supervisor Districts. In each case the primary was held to narrow the field from 3 candidates down to 2 for the spring General Election Tuesday April 6, 2010.
Court of Appeals Judge District 4
Among the three candidates vying for a seat on the Fourth District Court of Appeals was Branch 1 Circuit Court Judge Ramona Gonzalez from La Crosse County, competing with Dane County District Attorney Brian Blanchard and Richland County Circuit Court Judge Edward Leineweber.
Because the state does not add up the votes of the judge’s race on election night, the vote totals are unofficial until after canvassing. However the vote totals reported to the Election Division of the Governmental Accountability Board show that DA Blanchard received more than half the votes cast and only 182 votes separated Judge Leineweber and Gonzalez. These unofficial Vote Totals are:
Brian Blanchard: 28,238 52.3%
Edward Leineweber: 12,964 24.0%
Ramona Gonzalez: 12,782 23.7%
While these totals indicate that Judge Gonzalez received the least number of votes in the entire Fourth District, her candidacy received a higher percent of support in La Crosse County as shown:
Brian Blanchard 709 19.96%
Edward Leineweber 443 12.47%
Ramona Gonzalez 2382 67.06%
Write in 18
According to the La Crosse Tribune, Judge Gonzaelz also won in Monroe, Vernon, Jackson and Crawford counties. But she did not fare as well in other counties, coming in third in 15 of the 24 counties. While the County Clerk was notified that there could have been a recount requested, Judge Gonzalez has indicated that she would not be making that request.
County Board Supervisor District 23
This District covers all of the Town of Burns and Villages of Bangor and Rockland, plus part of the Town of Farmington. The results indicate that there will be a rematch between the Incumbent Supervisor Gamroth and former County Supervisor Kapanke, thereby eliminating the third candidate Mark Meston. Unofficial Vote Totals:
Tammy Gamroth 211 44.89%
Brian Kapanke 166 35.32%
Mark Meston 92 19.57%
Write in 1
County Board Supervisor District 29
The District covers parts of the Town of Onalaska, part of the Village of Holmen and a small part of the City of Onalaska. For those who doubt the impact of a single vote, this County Board primary provides yet another example of how close the results can be. While incumbent County Supervisor Kruse received nearly twice as many votes as her two opponents combined, who were tied at the conclusion:
Hubert Hoffman 35 17.24%
Monica Kruse 133 65.52%
Jake Speed 35 17.24%
The tie between Hubert Hoffman and Jake Speed is first subject to County Canvass Board which met at 9:00 a.m. on Thursday February 18th to canvass the results submitted to the County Clerk election night. Their review indicated that the District 29 results did not change, so Hubert Hoffman and Jake Speed remained tied at 35 votes each. The candidates were notified on Wednesday that this tie would be determined by a coin toss during the County canvass, Wisconsin Statute 5.01(4) states, in part, “Tie Vote. (a) If 2 or more candidates for the same office …..receive .... an equal number …… the winner shall be chosen by lot in the presence of the board of canvassers …, (c) The candidates may ….draw for themselves. Upon .. absence of any …candidates, the board …appoint a competent person to draw, and upon the results declare and certify the winner.”
The coin toss was done at 10:30 a.m. in the presence of the Canvass Board, and members of the news media by Deputy County Clerk Ginny Dankmeyer and the winner was Jake Speed. He will face Monica Kruse in the April election.
