2008 Goals, Outcomes and Challenges

At the conclusion of the fourth year with a County Administrator, the department accomplished or completed significant progress in all areas of the Administratorís Work Plan Priorities as submitted / reviewed by the County Board.  This work plan is updated every 2-years and annual progress reports are provided to the Board as part of the Administratorís Evaluation at the conclusion of each year.   

The major challenge for La Crosse County will be our response to inadequate mandate cost relief from the state and federal government, while budgeting within a state imposed levy freeze, all the while striving to meet the most difficult policy problems confronting the community. 


Highlight of specific new goals to be addressed in 2008 include:


Criminal Justice system enhancement

LEC Addition, Assessment Center, Mental Health issues, Evidence Based programming, measuring effectiveness (recidivism), Delaying need for future phases of LEC expansion as long as possible


Sustainability Initiatives Ė The Natural Step

Energy Savings, Alternative Technologies and Collaboration; Promoting LEED / Recycling and Reuse / Community strategies; Monitoring Waste-to-Energy environmental impacts


Economic and Community Development

Housing Affordability / Workforce Housing;  Alt. Energy & Biomass options; Tax Base solutions to our most difficult community challenges; Coordination with local governments on priorities and business movement


Performance Improvement

Public Sector Performance Measurement; Process Improvement Teams / Lean processes / Six Sigma; Transformative Leadership and Succession planning;  Take the lead in Customer Centered Government.
