Community Conferencing |
This process is
available to Law Enforcement to have an offender, prior to a referral to
Juvenile Court, participate in mediating with the victim(s). If
successful, the charges will be dismissed. Mediation and Restorative
Services are available for other needs such as: truancy,

Crisis Support
Services |
Crisis Support Services are available for children experiencing
mental, emotional, developmental and behavioral challenges. Crises are
manifested in a variety of ways and can include a wide range of
behaviors. As such, persons with developmental disabilities and
substance abuse are eligible to receive support and services. |

Delinquency Prevention Education |
A collaborative
effort between La Crosse County Delinquency Services and the School
District of La Crosse incorporating delinquency education within Middle
and High Schools. |

Diversion |
Alternative
service routes other than delinquency system involvement that may meet
the needs of youth or families in the community. |

Great Rivers 2-1-1(formerly First Call for Help) |
Great Rivers
2-1-1 is an information,
referral, and crisis line (Support Groups; Community/Cultural Events;
Parenting Concerns; Adult and Child Abuse; Housing/Emergency Shelter;
Suicidal Thoughts and Feelings; Food Resources). |

Reality Check
(Juvenile Detention program)
|
A program for
pre-adjudicated, pre-juvenile detention youth ages 10-16. This program
is a not a scared straight program, but a reality program. The program
deals not only with what happens when a child gets put in juvenile
detention, but also with what happens to those around him or her. A
referral must be filled out by a parent, liaison officer, teacher,
social worker, or other community representative. Referrals are
submitted to the Superintendent of the juvenile facility, Dave
Steinberg (608-785-5542). |

Runaway
Bridge |
A temporary
shelter which provides a safe place to sleep, eat, and talk to a
counselor about why you ran or were forced to leave your home. It
provides a safe alternative to the streets and an opportunity to start
sorting out your problems and working toward more healthy relationships
with family, friends, school, and the community. For parents, there is
relief in knowing that your child is safe, and the opportunity to work
with a professional counselor. The shelter works to reunite runaways and
their families. Service available to youth ages 9 to 17 from La Crosse,
Monroe, or Vernon Counties in Wisconsin. Runaway Bridge can be

Ahead Program |
An intensive
counseling program designed to build competencies in youth ages 8
through 14 who are just beginning to demonstrate behavior problems in
the home, community and/or school setting. |

Community Service |
Juveniles
participate in a community service work program. A Social Service
Specialist coordinates and tracks community service completed by a
juvenile in response to juvenile supervision by the Department of Human
Services. |

Crossfire |
Crossfire
offers faith-based
programming for high school age youth. |
|
Detention Facility |
Secure:
a locked facility approved by the department under s. 301.36 for the
secure, temporary holding in custody of juveniles. |
|
|
Shelter:
a non-secure place of temporary care and physical custody for juveniles,
including a hold over room, licensed by the Department of Health and
Family Services under s. 938.66(1)(a). |
|
Electronic Monitoring |
Electronic
monitoring system utilizing an ankle bracelet and a device connected
through a telephone line for a juvenile subject to an order who is
placed in the community. The system can also be used as a form of Home
Detention pending court proceedings. |

Family Tracking |
Services providing
support, structure, guidance, and education in a youth’s home, school,
and community. Family Tracking is a form of monitoring youth and family
behavior without the use of electronic devices. |

Independent Living Program |
A program designed
to educate youth ages 16 to 21 who have been in or are currently in
alternate care placement with independent living skills. Education may
include but is not limited to areas such as: Employment; Identification
(documents – birth certificate, diploma, social security card, etc.);
Problem-Solving/Decision-Making; Daily Living (home management,
community resources, and leisure time); development of a support system. |

Leadership Afterhours |
Detention of youth
referred for afterhours programming through the
Family and Children’s
Center Leadership Program. Afterhours takes place after the regular
school day. Youth can be detained from the regular school environment or
from Leadership School for behavioral and academic related issues.
Referrals for afterhours programming is completed through a youth’s
assigned school district. It is highly structured and holds youth
accountable for their actions. |

LSI Assessment |
Assessment tool
used in evaluating youth for low, medium and high risk components of
their lives. Outcomes of the assessment assist in development of a
treatment plan for each youth and family. |
|
Outpatient Counseling |
Counseling
services on an outpatient basis taking place within a counseling agency
or clinic setting. Many agencies in the La Crosse Community provide
outpatient counseling services dealing with general and specific issues. |

Parenting Group |
In coordination
with La Crosse County Human Services,
Stein Counseling and Consulting
offers Parenting with Love and Limits educational programming and an
alumni group for parents that have completed the program. Other agencies offer parenting groups

Coulee Region
Mediation and Restorative Justice provide victim/offender conferencing.
The program helps defendants see how his or her actions affected the
victim and helps the victim see that the defendant is not an all around
horrible person. It makes the defendant responsible for making the
victim whole again. A goal is for the defendant to develop empathy for
the victim.

Voice ID |
Form of monitoring
system using voice identification to verify a juvenile is home when
he/she is supposed to be. Voice ID is used as a form of Home Detention,
and/or as a condition to be followed per a disposition order. |

Acute Protective Supervision Program |
Services youth who
are adjudicated delinquent and are considered medium to high risk for
out-of-home care, correctional placements or unable to remain in
placement within La Crosse County. Youth involved require more acute
supervision and focus on increasing protective factors. The program is
highly structured, monitors youth in the community, at home, and at
their home environment. Youth are held accountable for their behavior on
a present and consistent basis. |

Adolescent
Day Treatment |
For students who
need additional counseling or clinical attention involving group and
individual therapy. Day Treatment is typically on a half day basis in
coordination with area schools in which the remaining half day is spent
in the school setting.

Anger Management |
Anger management
services can be utilized through various treatment options such as
individual and/or family counseling and group programming. Many
agencies in the La Crosse Community offer counseling options and some
provide group treatment. See outpatient counseling and in-home

CB-Adolescent Group |
An intensive
counseling program designed to build competencies for out-of-control
youth ages 12 to 17. This program focuses on youth decision making
process and takes them step by step through making decisions that are
socially acceptable rather than making decisions on what feels best at
the moment. |

In-Home
Counseling |
Counseling
services administered in the home environment to a juvenile in
need of protection or services and parent/legal custodian/legal
guardian. (See Community-Based Intervention Section). |
|
Sanctions |
If a juvenile
who has been adjudged delinquent violates a condition of a Formal
Delinquency Court Order, the court may impose on the juvenile any of
the sanctions (consequences) under 938.355(6)(d): Secure or Shelter
placement for up to 10 days per each violation; Home Detention up to
30 days; Community Service hours up to 25; and suspension of driving
privileges. |

Transportation |
Transportation may
be available to clients. Clients must be determined eligible and the
transportation must be deemed necessary. Transportation assistance may
include bus passes and other transportation services within the
community. |
|
Wraparound |
Alternative
resources for needed services not available in the community.
Circumstances must be specific. Funding regarding Wraparound is
minimal. An example for a Wraparound request could be:
Arrangement/Payment for a youth to visit their parent in a
correctional facility outside the community. |

Challenge
Academy |
The
Challenge
Academy is a 17-month program
for young men and women ages 16.9 years of age through 18. The program
involves a 22-week residential phase at Fort McCoy followed by a 12-month Mentored Post-Residential phase. It has 8 core components:
Academic Excellence; Job Skills; Physical Fitness; Leadership/Followership;
Health and Hygiene; Life Coping Skills; Responsible Citizenship; Service
to the Community. |

Corrections |
A juvenile can be
placed in a secured correctional facility if the juvenile is adjudicated
delinquent for the commission of an act which if committed by an adult
would be punishable by a sentence of 6 months or more. The juvenile has
been found to be a danger to the public and to be in need of restrictive
custodial treatment.

would need to involve the Court System and Court Intervention

center for children and youth operated by a child welfare agency
licensed under 48.60 for the care and maintenance of person residing in
that facility. |
