1. Animal Waste Management Ordinance
This ordinance regulates the siting and construction of manure storage pits and prohibits the improper
handling of animal waste within water quality management areas, including:
regulation of the placement of manure stacks, runoff from feedlots, overflow
of manure storage structures, and overgrazing of stream banks.

2. Farmland Preservation Program
The department prepares, approves, amends and monitors soil erosion
control plans for certification of landowner compliance for Farmland
Preservation Program participants. Certified participants receive tax
credits if croplands meet residue and soil loss requirements.

3. Nutrient Management Planning
Services
The department provides information, develops plans and conducts plan
development workshops for landowners. Plans are required for the proper
handling and application of animal wastes. Plans insure crop fertility
needs while providing surface water protection from the impacts of manure
runoff.
4. Water Quality Monitoring
The department maintains a
permanent water quality monitoring station, regularly samples the county's
24 watersheds and conducts research sampling of individual sites and
projects during a variety of runoff conditions. Data is organized for
education, research and policy purposes.
RESULTS
5. Technical and Cost Sharing
Assistance
Upon request of landowners, the
department may provide cost sharing, grants and survey, design, and project
installation technical assistance for a wide variety of rural Best
Management Practices for cropland, surface water protection or other erosion
control purposes.
6. County Forest System
The department, in cooperation
with the DNR forester, maintains the county forest system for the harvesting
of pulpwood and timber products within Hoeth Forest and the Raymond C. Bice
Forest Preserve.
